Project and Portfolio Management System to Support State Government Transformation

In October 2012, The State Office of Information Management and Technology (OIMT) unveiled its plan as directed by Governor Neil Abercrombie to create an environment in Hawai’i for innovative industries to thrive and simultaneously apply technology to all sectors.  The 12-year roadmap for this major initiative is described in the Business and Information Technology/Information Resource Management (IT/IRM) Transformation Plan (Transformation Plan).

Business Needs

The state of Hawaii is embarking on massive business and IT transformation initiatives that will be taking place over the next decade.  18 major program areas have been identified as core to the transformation.  Each of these programs will have portfolios of projects to manage.

OIMT established an Enterprise Project Management Office (ePMO) to provide program and project management services and serve as a Center of Excellence for these initiatives

The ePMO required a centralized project management and reporting system to that will help standardize and streamline various PM related tasks and allow OIMT to monitor the enterprise’s investment portfolios, programs, and projects via a common dashboards.

Key Challenges

OMIT management identified these key challenges at the onset:

  • Core PM practices and processes are incomplete and/or undefined
  • While pockets of expertise exists, organizational project management maturity is low
  • Speed, agility, and scalability are critical

Solution
